Invitation to Join: Himalayan Voice – A Voice that cannot go unheard

Dear Change-makers, Dear Lovers of the Himalayas,

We are happy to share that the team of the Climate Himalaya Initiative, the Environment Professionals’ Group and the Asia Pacific Youth Task Force on Rio+20 (APYTF), together with media, youth and civil society groups from South Asia and China, is now starting a citizen journalism campaign - Himalayan Voice: Battle against institutional corruption in the Himalayas. To be formally launched in November 2013, the campaign is expected provoke discussion on transparency, human rights, indigenous rights and right to information in the sustainable mountain development sector, eventually promoting social auditing of government and other public institutions and form advocacy group in desired communities to ensure such bodies are economically efficient, environmentally responsible and socially accountable to the people. The campaign will have strong virtual presence along with some satellite networks at country level, largely led by young sustainability forerunners and backed by media professionals writing on sustainability and governance issues.

During the pre-planning study it is realized that every year billions of dollars is spent in Himalayan countries – Bhutan, China, India, Nepal and Pakistan, without any concrete outputs. A large chunk of resources is utilized by multilateral organizations by themselves or through other intermediary international and national organizations, whose actual benefits never go to the local communities. Interestingly, many of such initiatives are neither registered with the governments nor properly followed-up by the donors. In our estimate about 80-90% of such resources are spent in staff salary, travel and administration of international agencies and big national NGOs and rest less than 10% is channeled further for the real work. Another layer of partners (national NGOs) further take big chunk of money away leaving less than 5% of the resource for the real work. Sadly, thus left 5% also dries away without any use due to poor governance system in the local communities and district level administrative units. Until a clear mechanism is developed to track all sustainability funds and spent through well institutionalized integrated sector driven and community led initiatives, sustainable development will never be achieved in the Himalayas. Himalayan Voice will attempt to voice these issues among donors, policy makers, and in the development communities in these countries.

To start with this, we are currently looking for list of journalists and advocacy groups who work against environmental corruption and environmental governance with footprint in ‘South Asia + China’ with global influence. If you know any of them, we appreciate your support in linking them with us or providing lists of relevant contacts or referring to the websites where anti-corruption contents can be populated without much editing. We will be covering sustainable development sector with a major focus on climate change and associated institutional mechanisms, governance and corruption. We aim to make aware the governments, civil society in the region as well their donors from the west about the nature and level of corruption, abuse of power and how that is triggering jeopardizing environmental issues in the Himalayan countries.

Background
COP18 has a special importance since it needs to finalize the old negotiation tracks, and make new commitments towards Post 2015. It is imperative to involve youth in this process, and consider their voices and issues. Rio+20 reaffirmed that we need a more sustainable development path. To achieve this we need to change how we think and act, develop and implement capacity building programs, and hence engage youth in these programs in order to secure green jobs and a green economy.

Inspired from International Centre for Integrated Mountain Development (ICIMOD’s) youth programme - Youth for Sustainable Mountain Development (Y4SMD), the Asia Pacific Youth Task force on Rio+20 (APYTF) was formed in April 2011 to advocate mountain agenda in the context of Rio+20 and mobilize youth in preparation lf Rio+20 and implementation of its outcomes. Since then APYTF has organized several events locally and regionally and has taken part in several important events including the Rio+20 Conference – locally, regionally and globally. In this preparation APYTF co-organized ‘Global youth Forum on Mountain Issues and Sustainable Actions’ at Rio+2o Conference in Brazil in June 2012, ‘National Youth Forum on Green Solutions in Pakistan’ in Islamabad in November 2012 and ‘Workshop on Green Economy in South Asia’ at South Asian Youth Conference (SAYC) in November 2012. To take forward messages of major past events and youth in Asia Pacific region and also to engage them in UNFCCC COP process, we like to join hands with global youth by organising ’Global Youth Forum on Mountain Issues and Green Solutions’ at UNFCCC COP18 on 1 December 2012 in Doha.

              - To provide an opportunity for global youth to discuss global issues and their concerns regarding COP18. 
                 - To identify the Mountain Youth issues and priorities for Green Economy.
                 - To develop and share Global Youth Appeal for COP18 delegates.

National Youth Forum on Green Solutions in Bangladesh, 11, 18-19 December 2012

The International Centre for Integrated Mountain Development (ICIMOD) values the potential role that young people can play in promoting sustainable mountain development in the greater Himalaya region. Through the Youth Engagement in Sustainable Mountain Development (Y4SMD) initiative, ICIMOD has been informing and empowering youth from the Asia Pacific region and building their capacity to bring about positive changes in society. The Y4SMD network is made up of over 4,000 youth from the region and beyond, with a majority from ICIMOD’s eight regional member countries – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. To date, the Y4SMD initiative has implemented over 50 major youth events, including a Global Youth Forum at the Rio+20 Summit in Brazil in June 2012.

The National Youth Forum on Green Solutions in Bangladesh, organized by ICIMOD, our Youth Forum Alumni in Bangladesh and Green Hill, aims: 

·         To take ICIMOD’s youth initiative at national and local level and promote youth actions.
·         To promote SMD relevant education and discussions in Bangladesh among youth living in mountainous areas.
·         To share widely SMD relevant outcome of the Rio+20 Conference, UNFCCC COP18 and APGYF 2012
·         To enhance youth capacity to understand mountain issues and develop green solutions.
·         To initiative a process of developing a mountain conscious youth network in Bangladesh.

Programme highlights:
  • Technical and training sessions 
  • Paper presentations and discussions on the role of youth in the emerging green economy in the Hilly Regions of Bangladesh.
  • Tour of sites that exhibit climate-friendly practices.
  • Poster presentation highlighting ‘International Mountain Day 2012’.

·         Improved understanding of local youth about mountainous issues like geo-environmental hazards, climate change and sustainable agriculture etc.
·         Establishment of mountain development dedicated youth’s network in Bangladesh.
·         Success replication of ICIMOD’s Youth Forum at national level.
·         Create a focal point in Bangladesh for national, regional and international collaboration and cooperation on sustainable hill management among youth.


Call for application:
Bangladeshi youth who are interested in participating in the forum and meet the eligibility criteria outlined below are encouraged to apply at their earliest convenience.  

  • Applicants must be: 
    • Bangladeshi nationals 
    • 18–29 years of age 
  • From or currently residing in any districts of the country, but youths from Hilly Regions will get preference.
  • Applications must be submitted through the online system HERE no later than 02 December 2012.
  • Applicants will be selected by a small committee of experts. Selected applicants will be notified by 5 December 2012.   
  • The organizers will cover expenses related to participation in the National Youth Forum (roundtrip travel, food, and lodging).

About ICIMOD:
The International Centre for Integrated Mountain Development (ICIMOD) is a regional intergovernmental learning and knowledge sharing centre serving the eight regional member countries of the Hindu Kush Himalayas (HKH) – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan – and based in Kathmandu, Nepal.

Youth Forums:
ICIMOD values the potential role that young people can play in promoting sustainable mountain development. To inform, empower, and involve youth from the region in the development process, ICIMOD has implemented more than 48 major events dedicated to youth engagement since the launch of the Youth for Sustainable Mountain Development (Y4SMD) initiative in August 2009. One of the major activities under this initiative is the organization of Youth Forums at national, regional, and global levels. Since 2010, Youth Forums and other capacity building events under the Y4SMD initiative have trained over 300 youth. Plans to promote similar activities in the future include National Youth Forums in Pakistan and Myanmar in November 2012 and Afghanistan, Bangladesh, India, and Nepal in December 2012. ICIMOD would also like to team up with a local partner to organize a National Youth Forum in Bhutan in December 2012.

What are National Youth Forums?
National Youth Forums are a two to three-day capacity building events, driven by young champions of green solutions in their own country. These forums allow youth to share knowledge and network as well as listen to expert accounts of global and regional efforts for sustainable mountain development. A typical National Youth Forum includes the following components:
·         Technical session: Local experts present local issues and their global linkages (2–5 presentations: 30 minutes each)
·         Motivational session: ICIMOD and local experts  (2 presentations: 15 minutes each)
·         Knowledge management, group work, experience sharing, and social networking sessions (2–4 sessions: 2 hours each)
·         Field visit to demonstrate local efforts for sustainable mountain development (Half or full day depending on the site)
·         Intergenerational Sustainability Dialogue on Developing Green Solutions in the Changing World bringing together youth from schools and colleges, teachers, and representatives of NGOs, the government, and local communities  (2 hours)
·         Opening and closing sessions featuring representatives from local organizations, ICIMOD, senior government officials, and participants (1.5 hours each)

 ICIMOD strives to ensure that at least 30% of the selected participants come from a rural background and the gender division of participants is equal.

The IAMAS & IACS Associations of the IUGG invite the international scientific community to their joint 2013 Assembly - the DACA-13 conference - to discuss latest developments in atmospheric and cryospheric research.

DACA-13, with its overarching theme of "Air, Ice & Process Interactions", seeks to emphasize that many key challenges concerning global environmental change lie at the interface of these disciplines. Therefore particular attention will be devoted to the interaction between these vulnerable components, along with a range of more discipline-oriented sessions spanning the atmospheric and cryospheric sciences. The conference will be held in Davos in the heart of the Swiss Alps.

Program of DACA-13

The IACS and IAMAS communities and international experts working together with DACA-13's Scientific Program Committee (SPC) have developed a cohesive and exciting program. It features 20 symposia, many containing several topical sessions, structured into four blocks. Detailed descriptions of the symposia and their sub-sessions plus the corresponding conveners can be viewed here.
In addition to the symposia, central elements of the conference will include keynote presentations by several world-leading experts, amongst whom are Valérie Masson-Delmotte (LSCE Paris), Ronald B. Smith (Yale) and Thomas Stocker (University of Bern), and extended poster sessions. Also a range of scientific excursions and trips will be offered to allow participants to savour the surrounding alpine environment. A competitive registration fee of CHF 470 has been made possible by sponsorships and institutional support.

 

DACA-13 in Davos, Switzerland

DACA-13 will be held in the Swiss mountain resort of Davos, which can be reached by train from Zurich Airport in about two hours. Davos, Europe's highest city, is situated in the Eastern part of the Swiss Alps at 1560 meters above sea level. It offers a very advanced congress infrastructure and a wide range of accommodation from the simple hostel to elegant five-star lodgings. The city, although a center for international dialogue on business and research, has retained a pleasant village atmosphere. The stunning alpine environment will contribute to making your visit an enjoyable experience.

 

Organization of DACA-13

DACA-13 is jointly organized by IACS (International Association of Cryospheric Sciences) and IAMAS (International Association of Meteorology and Atmospheric Sciences), represented respectively by the Secretaries-General, Andrew Mackintosh and Hans Volkert, and a Swiss national organizing committee. The latter comprises representatives from WMO (Deon Terblanche, Ghassem Asrar), MeteoSwiss (Saskia Willemse), SCNAT (Pierre Dèzes), PMOD Davos (Werner Schmutz), WSL/SLF Davos (Charles Fierz, Anja Schilling), PSI (Markus Furger), ETH Zurich (Heini Wernli, Huw Davies), EPF Lausanne/WSL/SLF Davos (Michi Lehning), and University Bern (Heinz Wanner). "Davos Congress" and "Destination Davos Klosters" support the organization of DACA-13. 

 

Call for abstracts

The DACA-13 Scientific Program Committee invites the submission of abstracts on original or review work to be considered for oral or poster presentations. The program provides guidance on the thematic areas covered at DACA-13. The deadline for the submission of abstracts is 31 January 2013. Authors wishing to submit an abstract are required to pay CHF 30 author deposit by credit card. Note that every author can only submit one abstract with "oral preference". Additional abstracts for poster presentations are welcome. Please click here to be transferred to the abstract submission form. Authors who wish to apply for a travel grant, have to submit their abstract(s) until 14 December 2012 at the latest, including a short letter of motivation, a CV and their publication list.

Mainstreaming Climate Change into the transport sector in Colombia

Dear Sir/Madam:
The Climate and Development Knowledge Network (CDKN) aims to help decision-makers in developing countries design and deliver climate compatible development. CDKN does this by providing demand-led research and technical assistance, and channelling the best available knowledge on climate change and development to support policy processes at the country level. In Colombia, CDKN is supporting the mainstreaming adaptation strategies into sectors and local governments, a key mandate of the Colombian Policy Guidelines for Climate Change (CONPES No. 3700), as well as the National Development Plan (DNP 2010-2014).

One of the sectors that CDKN is starting to work with in Colombia is transport.  Climate scenarios for Colombia describe future changes in sea level, temperature and precipitation regimes, and the frequency and intensity of extreme weather events that could significantly affect infrastructure planning, construction, use, and maintenance.  Recent flood-related disasters and future climate conditions make it necessary to incorporate climate risk management and adaptation into the planning and decision-making occurring today in Colombia's transport sector.   Given that the highways built today in Colombia should be able to endure climatic events expected in the next decades, transportation infrastructure must be planned with the objective of reducing the vulnerability of the roads system to current and expected climatic variation, events, and impacts.

Considering this urgent need to address climate change in the transport sector, CDKN is partnering with Colombia's Ministry of Transport in the project "Mainstreaming Climate Change into the Transport Sector in Colombia".  This project will produce a Climate Change Adaptation Plan for the Transport Sector, one of the first of its kind in the region.  The Adaptation Plan will necessarily draw upon international and local knowledge and expertise, and it will be guided by a benchmarking of examples of effective adaptation to climate change in transport sectors around the world.   The Adaptation Plan will provide an action plan for incorporating the management of climate risk related in infrastructure planning and development, and it will be accompanied by measures to ensure that the plan is adopted by the entities and contractors associated with the transport infrastructure sector.  Because many infrastructure projects will be procured in the short term in Colombia, the project will also create a set of guidelines for use in upcoming public procurement processes in order to make sure that infrastructure contracts incorporate increasingly better standards and specifications to address climate risk.

CDKN are looking to procure:

Consultant(s), company, or consortium with relevant local and international expertise to develop and implement the project "Mainstreaming Climate Change into the Transport Sector in Colombia', including the participatory development of the Climate Change Adaptation Plan for the Transport Sector.

Suggested requirements:

Essential:
  • Excellent project management skills.
  • Experience and proven skills in working with multiple stakeholders and participatory planning processes.
  • Strong knowledge and experience of transport and transport infrastructure sector, including standards and specifications, preferably including in developing countries.
  • Strong knowledge and experience in climate change vulnerability and adaptation planning, preferably related to transport infrastructure.
  • Knowledge and proven expertise in transport infrastructure engineering concepts.
 Desirable:
  •  Knowledge and experience of working with Colombian governmental institutions.
  • Knowledge of infrastructure procurement processes in Colombia.
  • Knowledge of Colombian government policy processes, investment and financing structures and decision making.
  • Established networks in the infrastructure and/or climate change sectors in Colombia and internationally.

Call for Contribution: Conference on Managing Protected Areas under Climate Change (24-26 September 2012 in Dresden, Germany)

I would like to inform you that the deadline for the call for contribution for the international Conference on Managing Protected Areas under Climate Change (IMPACT) has been extended to 20 May 2012. The conference  sets out to meet the growing need for sharing knowledge and experiences in the field of biodiversity conservation and climate change by bringing together researchers, conservation managers and decision-makers in the field of nature conservation.
IMPACT will present good practice examples and share experience of putting adaptation strategies into action. Furthermore, IMPACT will improve the integration of research outputs into conservation projects as well as the identification of unsolved problems and further research needs. It will efficiently help conservation managers today to make decisions about climate impacts of the future.

Conference themes include:
• Assessing sensitivity
• Modelling of climate-induced impacts
• Management practices
• Monitoring of climate-induced impacts
• Awareness raising, communication and stakeholder involvement

The Scientific Partners of BIOECON are pleased to announce the 14th Annual International BIOECON conference on “Resource Economics, Biodiversity Conservation and Development”. The conference will be held in the historical premises of Kings College Cambridge, England on 18-20 September 2012. The conference will be of interest to both researchers and policy makers working on biodiversity policy, especially natural resources in developing countries.
The conference takes a broad interest in the area of resources, development and conservation, including but not limited to: plant genetic resources and food security issues, deforestation and development, fisheries and institutional adaptation, development and conservation, wildlife conservation and park pricing, and international trade and regulation. The conference will have sessions on economic development and biodiversity conservation, and on institutions and institutional change pertaining to the management of living resources.
Papers are specially invited on the themes of:
  • Different institutional frameworks for resource conservation (property rights, etc)
  • Developing countries and issues of governance and management of natural resources
  • Resources management, distribution, equity, conflict, conservation, growth and development, poverty alleviation
  • Biological diversity and its global conservation
  • Valuation of ecosystem services and their application to biodiversity conservation
  • Incorporating natural capital into inclusive wealth accounting
  • Foundations for provision of global public goods
  • Market creation for biodiversity and PES schemes
  • Policy evaluation of biodiversity related policies.
The conference will take place over two days, with sessions consisting of papers on all of the above themes. In addition, there will be policy forums chaired by the Institutional Partners of BIOECON on mainstreaming ecosystem services into development policies, on the trade-offs between food security and ecosystem service provision, the development of beneficiary pays markets (such as habitat banking), on poverty alleviation and biodiversity conservation and on developments in biodiversity policy impact assessment.

Electronic copies of completed papers should be sent to Dr. Andreas Kontoleon (ak219@cam.ac.uk)  no later than 14th May 2012. Please include abstract and keywords with your submission. Acceptance of papers will be notified by email by 1st June 2012
It is also possible to submit 3-4 papers together as a suggested “session” under one of the themes indicated above.  The Scientific Partners reserve the right to accept papers on an individual basis, so it is possible that even when a session is not accepted, individual papers within the session might be so.
The conference will open with a reception at Kings College on early evening of 18th of September.  Conference sessions will commence on the morning of the 19th of September and conclude on the afternoon of the 20th of September. The conference banquet will take place at the main Dining Hall of Kings College on the evening of the 19th of September.
There is a 100 Euro registration fee for all invited paper presenters that will cover the costs of 2 nights single accommodation, reception, lunches, and conference if banquet.  There is a 200 Euro registration fee for all other participants that will include the banquet, lunches and refreshments, but not accommodation.  There is a 100 Euro registration fee for day-participants (that includes lunches and refreshments but not lodging and the conference banquet).
The Partners of BIOECON are attempting to raise funds to subsidise the travel of participants from developing countries.  Persons from developing countries should feel free to send papers in response to the Call.  If accepted, please respond immediately to the Secretariat indicating that participation in the conference would be conditional on receipt of funds to cover travel and local expenses.  If funds are available, they will be rationed between developing country participants in accordance with the rating of the accepted paper.
Registration will open on 1st May 2012. Registrations for conference presenters are due by 20th June 2012. Registration for all other participants closes on the 20th August 2012. Water Security, Risk and Society, 16-18 April 2012 at University of Oxford, St Hugh's College


Water security is a defining challenge for society in the 21st century. The ancient struggle to cope with water access and shocks is now magnified by global change to societies, economies and climate at multiple scales.

The international conference on Water Security, Risk and Society will convene many of the world's thought leaders from science, policy and enterprise to understand the status of and pathways to water security at multiple scales.

The conference offers a platform for 200 academics, policymakers and business leaders to respond to society's pressing water security challenges by (i) taking stock of the evidence base informing policy choices and strategic business decisions; and (ii) establishing investment priorities for science-policy-enterprise partnerships. The conference fosters exchange across developed and developing countries and regions, seeking to identify and elucidate global interdependencies between different socio- conomic and cultural contexts.

On behalf of the Conference Organizing Committee, I would like to inform you of the:

LEUPHANA SUSTAINABILITY SUMMIT - Enabling a Transdisciplinary Approach 29th February – 2nd March 2012, Lüneburg, Germany

The institutionalization of sustainability as a regulative idea has onlystarted in some spheres of activity and some areas of the world. To achieve transitions towards sustainability, continuous inquiry, learning, and adaptation is needed. And this requires science to go beyond disciplinary – and even interdisciplinary – approaches. By bringing about mutual learning, collaborative research, and problem solving among business, government and civil society, transdisciplinarity can serve as an important guiding concept for sustainability science and practice. Over the last 10 years, progress has been made to better understand and design the interface between sustainability science and transdisciplinarity. The conference focuses on three leading questions:

1. What insights about the role of transdisciplinarity for sustainability transitions have we gained over the last 10 years? 2. What gaps in research still remain? 3. How can we fill these gaps?

These guiding questions will focus the debates in workshops, plenary and parallel sessions in four topical areas: Biodiversity, Global Sustainability, Education, and Corporate Sustainability. At the conference leading researchers, particularly in sustainability, and high-level decision- makers will meet in a transdisciplinary setting with a goal of creating new insights to help move sustainability forward. Keynote speakers from civil society, politics, and business will be among others: Angelika Zahrnt (RNE, BUND/former chairwoman), Kersten-Karl Barth (Director Sustainability Siemens AG), Frank-Walter Steinmeier (Social Democratic Party of Germany, tbc).
