The International Carbon Action Partnership (ICAP) will convene its 13th Training Course on Emissions Trading for Emerging Economies and Developing Countries in Seoul, South Korea, from 19 to 28 May 2015.
The ICAP Training Course is open to applicants from China, India, Indonesia, Kazakhstan, Republic of Korea, Russian Federation, Taiwan, Thailand, Turkey, Ukraine and Vietnam.
Nationals of the Republic of Korea and Taiwan may apply but will but will be expected to cover their own costs for travel and accommodation as they are not eligible to receive ODA (see DAC list of ODA recipients). The same applies to nationals of Australia, Canada, EU-28, Iceland, Japan, New Zealand, Norway, Switzerland and the US, who are permanent residents in one of the countries listed above.
Applicants should be stakeholders from the nongovernmental, academic and private sectors as well as policy makers who are or will be involved in deciding on, designing and implementing emissions trading systems. Participants will be selected based on defined criteria that take into account a balanced mixture of professional backgrounds and nationalities.
The course will focus on key issues faced in the design and implementation of ETS, taking into account the specific needs and interests of developing countries.
Application deadline is 15 February at midnight (Central European Time).
The course will be conducted in English. Applications are to be submitted in English.

Through knowledge and experience sharing, ICAP helps policy makers recognize design compatibility issues and opportunities at an early stage. It thereby facilitates possible future linking of trading programs. Founded in 2007, ICAP now has 30 members and 4 observers from Europe, North America and the Asia-Pacific region.
